Criminals In NZ Have More Rights Than That Of A Law Abiding Citizen Or Tourist

I was reading Not PC's Blog
and quite by accident I have discovered that here in New Zealand, criminals have MORE rights than that of law abiding citizens.

It is illegal in NZ to smoke inside any public building and in some cases, outside as well. At Auckland International Airport, there used to be designated smoking area's, which have been removed because of the governments anti-smoking campaign.

A law abiding citizen who is transiting or has gone through customs and is imprisoned within the airport, can not smoke anywhere.

However if you are a convicted criminal in New Zealand, smoking is allowed in designated area's.

I couldn't see if this handbook was current or not, so I phoned the department of corrections, media section and asked them "if prisoners were allowed to smoke in designated area's?" They confirmed this to me, "yes" they most certainly are.
