PM's $5bn green gamble against Treasury advice

PRIME Minister Kevin Rudd is set to announce a controversial $5 billion scheme to slash carbon emissions.

The plan, which will call for carbon to be captured and stored in
forests and oceans, will be outlined in the Government's discussion
paper on its planned emissions trading scheme to be released tomorrow,
Treasury sources said.

But the same sources said the Rudd Government would be going against
Treasury advice if the expensive scheme to store carbon in the seabed
or in deeply submerged subterranean strata went ahead.

They
said Treasury had warned against announcing such a proposal because the
carbon sequestration technology was largely untried.

"This is another theoretical approach to a problem," one source
said. "Not only is it very costly, no one knows whether it is a
realistic storage solution for carbon emissions.

"The Rudd
Government appears determined to proceed, however, even though Treasury
asked that, at the minimum, it refrain from taking such action until
after next year's UN summit on climate change in the Danish capital
Copenhagen meeting, when it will be seen what measures other developed
nations may take."

But Federal Treasurer Wayne Swan today said Treasury had not advised against the scheme.

"The Rudd Government is a very strong supporter of carbon capture and storage," he said.

"We have been for a long time, we were in opposition and we are in government.

"I
have received no advice from the Treasury which would urge me not to go
down the road of the development of carbon capture and storage."

The
use of so-called "carbon sinks" can take the form of storing carbon in
plants and soils, oceans or buried in deep rock deposits.

Resources Minister Martin Ferguson is on the record as saying there are good arguments for implementing carbon sequestration.

Mr
Ferguson said sequestration would encourage investment and
commercialisation of the technology, which was a safe way to allow
continued carbon-based power generation with reduced environmental
impact.

His draft sequestration legislation sets up a
framework for access to Commonwealth waters, defined as beginning three
nautical miles offshore, as well as multiple-use agreements allowing
the continuation of other commercial activities such as fishing and oil
drilling.

He said Commonwealth body Geoscience Australia had
identified numerous sites where greenhouse gases could be stored. And
he nominated high-carbon emission areas of Victoria, Western Australia
and southern and central Queensland as having "adequate storage
capacity nearby".

The carbon storage row comes after Mr Rudd
previously ignored Treasury advice, and that of three other ministries,
when he pushed ahead with the Government's FuelWatch program.

In
Opposition, he was critical of the Howard Government for ignoring
Treasury and pledged that his government would be more receptive to
advice from its bureaucrats.

Emissions scheme 'could cost jobs'

Treasury is not the only body allegedly concerned at the possible effects of the Government's Green Paper on climate change.

Australia's
largest trade union, the Australian Workers Union, has released a
report that predicts 15,000 jobs could be lost in the aluminium sector
alone if the penalties contained in the ETS drive the industry
offshore.

AWU national secretary Paul Howes said regional
communities and economies would be crippled at a potential cost of up
to $1.12 billion.

"We know, by keeping good jobs in industries
like aluminium smelters and refineries here in Australia, we are
actually helping in the battle against greenhouse gases," he said.

Environmentalists,
however, say that Australians would not suffer if the aluminium sector
closed and the industry went offshore to more modern plants. Climate
Institute chief John Connor told the ABC yesterday that many foreign
aluminium smelters were more efficient.

Farmers also expressed
their concern that the discussion paper might pick an "arbitrary" date
for the inclusion of agriculture in an ETS.

Opposition Leader
Brendan Nelson will cut short his week-long holiday to lead the
Opposition's response to the Government's climate change Green Paper.

YOU love the man, it seems. Newspoll this week confirmed it, giving Kevin Rudd a solid approval rating of 58 per cent.

No one better to run the country, you say. So I look at this typical
week in Rudd’s utterly vacuous rule as Prime Minister and am stunned.

I mean, how in God’s name does this pretender - this Great Watcher - get away with it? What am I missing?

See, if one week could perfectly demonstrate the emptiness of Kevin
Rudd, the astonishing Being There nothingness of this “I like to watch”
Prime Minister, this week was it.

It ended with FuelWatch, of course, a debacle matched only by his
GroceryWatch. But it started, just as typically, with StarWatch.

Let me quote the papers: “Mr Rudd revealed in an
interview . . . in Beijing that he was sitting just two rows behind (US
President George W.) Mr Bush when an animated discussion between he and
(Russian Prime Minister Vladimir) Mr Putin broke out over Russia’s
advance into South Ossetia, a breakaway region in neighbouring Georgia.

“ ‘The President and Mr Putin were in animated conversation two seats
in front of us and I imagine they had a few things on their agenda,’ Mr
Rudd said.”

Pardon? Rudd is now our celebrity reporter, sitting in the VIP stands
and tattling about the gossip he excitedly overhears between world
leaders?

Would John Howard have rushed out to blab on what he’d seen while snooping? Would Bob Hawke?

Memo to Bush: the next time you have something to discuss with another
world leader, do so out of the sight and hearing of the geek with the
glasses who keeps saluting you.

And we thought Rudd behaved like a starstruck tragic only around Cate
Blanchett. And Nicole Kidman. And Hugh Jackman. And Jackie Chan. And
Russell Crowe.

Next came WorldWatch, as Rudd fluffed around Asia on his fifth - sixth?
- overseas trip in just nine months, posing for happy snaps.

Like most of the others, this latest look-see had no serious purpose.
Other than to have Rudd strut as an international statesman, that is.

Doubt me? Then check yourself how Rudd’s own website tried to trumpet his piccolo deeds.

In South Korea on Wednesday, the best Rudd could boast about was that
he’d formally agreed merely to start talking to the Koreans about a
free trade deal. Oh, and he signed a “memorandum of understanding” to
“further strengthen education ties”. (But how? When?)

In Singapore the next day he signed another of these no-promises
memorandums, this time to “underline the strength . . . of the existing
security policy co-operation”.

When asked at a press conference to explain what would actually change
as a result of his signature, Rudd failed to give a single detail.
Isn’t it enough that he’s zipping around signing stuff?

In Singapore, Rudd also tripped over the carcass of AsiaWatch - his airy plan for a new Asia Pacific Community.

So doomed was AsiaWatch from the minute Rudd dreamed it up, failing to
attract support from a single Asian leader, that Singapore’s Prime
Minister, Lee Hsien Loong, didn’t refer to it once in his speech at
Tuesday’s official lunch in Rudd’s honour. He’s too kind to mention the
dead.

Add AsiaWatch to Rudd’s other grand foreign plans going nowhere or
scrapped - such as WhaleWatch, the get-tough anti-whaling plan that
involves Rudd sending ships to watch Japan kill whales, but won’t now
include Rudd actually taking Japan to the International Court.

Oh, and let’s not forget NukeWatch, either - Rudd’s new international
nuclear disarmament group, which hasn’t met and can never succeed.

And still Rudd’s week-long show about nothing hadn’t finished.

Next was StateWatch, as the Prime Minister finally flew back to the
country he’s actually paid to govern and joined West Australian Premier
Alan Carpenter’s election campaign.

Why Rudd bothered to turn up must have mystified Carpenter, given he
brought nothing with him but yet more words. And those eager eyes.

That became painfully obvious during the main picture opportunity, when
Rudd took a ride on a train line on Wednesday to promote Carpenter’s
plans for an extension - only to admit he hadn’t funded it and couldn’t
promise to, either.

So why was he there?

“I’m bringing Kevin here for a reason - I want to show the Prime
Minister what we are doing . . .” Carpenter explained stoutly. And he
sure picked the right man to just come watch.

Oh, how Rudd likes to watch. Take FuelWatch, which rounded off Rudd’s
week by being mercifully euthanised by two senators whose votes Rudd
needed to get it through Parliament.

FuelWatch was Rudd’s big plan to drive down petrol prices. The problem
with it, as independent Nick Xenophon and Family First’s Steve Fielding
now confirm, was that it was just as likely to make petrol dearer and
drive independent retailers broke.

Which, surprise, was what motoring organisations and four federal
government departments, including his own, had tried to warn Rudd from
the start. But what was FuelWatch ever meant to achieve, other than the
impression of Rudd doing, rather than just talking? And watching?

Ah, you’ll think I’m too hard on your man. Too unforgiving of a leader you really, really trust.

So, desperate to seem fair, I look for something, anything, of substance Rudd has done, and not simply discussed. Or watched.

But what do I see? Not just FuelWatch, WhaleWatch, StarWatch,
WorldWatch, AsiaWatch, NukeWatch and StateWatch, but even more of the
just-watching sorry sort.

There’s GroceryWatch, a stunningly useless $13 million website that was
meant to make Rudd seem like he was tackling high grocery prices, but
which Consumer Affairs Minister Chris Bowen now admits “is not designed
to bring prices down”. And won’t.

There’s WaterWatch, the $50 million scheme by buy back water licences
that bought instead so much airspace in empty dams that it will this
year return to the Murray River the equivalent of just 10 swimming
pools.

There’s CarbonWatch, which will have Rudd spending billions to curb
emissions without making a flicker of difference to a global warming
that actually halted a decade ago.

Or how about IdeasWatch - the Ideas Summit of 1000 “best and brightest”
that was such a celebrity circus that the only new idea Rudd could
identify was a bionic eye. Which, in fact, had already been invented.

And, watch, there’s more.

There’s CarWatch - Rudd’s $500 million Green Car Innovation Fund, which
Productivity Commission boss Gary Bank said last week “would be
unlikely to yield significant innovation or greenhouse benefits” if its
grants were all like the $35 million Rudd gave to Toyota - cash the car
giant said it hadn’t expected and didn’t need.

And InflationWatch, which had Rudd promising to kill inflation with a
“tough-as-all-hell” Budget that actually increased spending?

And OilWatch, which had Rudd vow to “apply the blowtorch” to
oil-producing countries, but when given the chance to confront them . .
. oh, I give up.

You say you love this kind of leadership. You thrill to Rudd’s talk.

So what if his posturing comes to nothing. It’s just good to watch, right?

At least small scams like a game of 3 Card Monty is entertaining...but IMO this mob is hell-bent on defrauding as many victims as they can towards no other end than their own pockets.

Is Kevin Rudd involved in ACTU’s super funds siphoning into shells ‘companies’

There
is a connection, the Wootton funded Stalinist coalition under the
umbrella, Climate Change Institute, which includes such thugs as Sharon
Burrows, and reports directly to Rudd. As it is, after the 2007 Federal
election, Rudd proclaimed super funds should be soaked to fund Federal
Government squander. The ACTU is fully committed to Rudd’s and Wong’s
scheme to economically raze Australians through carbon taxation and the
fraud of ‘alternative energy’.

There are three parts to this item:

1. Is Kevin Rudd apprised of the activities disclosed in the root
charge, the ACTU is siphoning super funds into ‘alternative energy
companies?

2. “Heinergate”: Kevin Rudd, former Queensland Premier Wayne Goss’s,
Chief of Staff. This shocking affair is the subject of O’Neill’s
document cited in the article below. The shredding of the Heiner
documents and the defrauding of the Queensland Public Super Funds are
tied, as discussed in this section, “Heinergate”.

3. Media suppression of “Heinergate” and evidence damaging to the
ALP. For increased illumination, the Left dominated Canberra press
pack’s perversion of justice in the case of Lionel Murphy will be
cited. They can be trusted to repeat the exercise.

The 5th morning and this is time enough for actions that would
settle the matter, or bring it to a conclusion through investigations.
Instead, the ACTU is frozen solid. And, so are ASIC, ATO, ACCC and the
Federal Police, and it must be asked of them, why?

There is a difference between this and Heinergate. In this case, the
siphoned funds, according to the report, have been funnelled into shell
‘companies’ and this means not all records can be shredded. The money
trail might not be too difficult to pursue, observing if real companies
and the fictional shell ‘alternative energy’ companies have received
funds, there are serious implications involved:

If true, and if MacQuarie Bank is a destination of unlawfully
funnelled funds, principals of the Bank and certainly its expert
advisers in the Tax Act (in particular the 10 or so volumes covering
superannuation), other Acts, and in Common Law, must realise the
implications.

ASIC is failing in its duties with distinction. Noting that it has
been enthusiastic in investigating sham companies under the Acts it
enforces, ASIC refuses to investigate the frauds called ‘alternative
energy companies’ and ‘super investment units’ in the same. Is
political corruption involved, in view of the Kyoto –Green cult
compliance psychopathic mania of their new masters, the Rudd Cabinet,
and interests seeking to profit through larceny and their political
connections – some of whom we have already uncovered and they are not
all ALP connections? Thus, there are two issues:

1.The shell companies themselves.
2.The charge ACTU defrauding super funds Melbourne radio station publicised last Friday.

ASIC is duty bound under the Acts it enforces to investigate both grievous matters.

Is Kevin Rudd apprised of the activities charged against the ACTU?

“The Climate Institute” reports directly to Kevin Rudd. On its site, Sharon Burrows is quoted,

ACTU President Sharan
Burrow said “Our groups share a platform that seeks to ensure climate
policies are broadly based and everyone does their fair bit… we know
the Rudd Government faces a legion of corporate lobbyists pushing for
special deals.’

“We need… green jobs and climate friendly industries…”

Kevin Rudd and Penny - deceiving Australians in order to perpetrate a horrendous crime

claims asserted by the IPCC as scientific truths have been recently
shredded. The Viscount Monckton of Brenchley has exposed other major
arguments used by the IPCC are false…

Income ‘transfers’ (redistribution) and (or) tax cuts) will not
compensate for the truth of what carbon taxation will do, demolish
capital, and that means no incomes for millions of Australian.
Secondly, there are those who assert the impact would be eliminated or
rendered minimal if other governments would do what Rudd and Wong are
preparing. This is also a falsehood. The impact is on capital, and
economic mass destruction will also occur in any other country under
politicians bent on the insanity of cutting Co2 emissions and slamming
down direct and indirect carbon taxes.

Those peddling the second lie are not only in, for example, the
ACTU. They are also business associations and advisory groups, who are
busily telling businessmen swallowing tanks of arsenic is good for
them. The BCA and AIG are the equals of the CIS and IPA, a sheer waste
of space, time, and members’ and donors’ money.

Kevin Rudd and Penny Wong, with Treasurer Wayne Swan, are scratching
the bottom of the propaganda barrel in claiming this morning, ‘it would
be economically irresponsible not to take action’. Increasing numbers
aren’t swallowing their poison. They are realising being wiped out by
Co2 taxation means no future at all. Consequently, Rudd, Wong, and
their Kyoto goon squad, led by Garnaut, are running around Australia
and smearing anyone who dares stand up to their pack of lies.

If Rudd wishes to live the cave-man life that is his business, but
not when he is about to use undiluted police state coercion to reduce
millions of Australians to stone-age misery. Let no-one be deluded nor
hold any illusion as to what the impact will be. Many Australians will
be wiped out quickly, and millions more will follow them. Besides,
climate change is nothing more than an excuse to impose the agenda of
the diseased hard Left.

Whether Pope Benedict considers Rudd a good Catholic is his private
business. What Rudd is preparing is not the Pope’s private business. It
is anti-Christian. It is anti-Catholic. It is criminal and savage. From
the Apostles down through the great fathers, bishops, and theologians
of the Church, to a man they would condemn Rudd because of his very
strange notions and ‘plans’.

Needless to say, the ACTU is backing Rudd and Wong all the way. If
they wish to defraud Union members of their super savings, given the
reports on this, that is their business - though this involves a very
large number offences from serious criminal offences to lesser
offences. If union members are content to have their savings wiped out
on ‘alternative energy’ schemes which are nothing more than the
commission of larceny, that is their business. If those members are
content or stupid to endure such abuse for the sake of the Greens’ and
their Great Lie, they have no cause to whine. What is not their
business is to demand every other Australian be compelled to submit to
the same suicidal, larcenous, destruction of their own savings by
nothing more than Federal totalitarian measures.

There is no point in evading the truth of the matter: Co2 causes
climate change is an excuse to impose what is nothing less than
totalitarian measures. This is why many politicians in the West latched
onto it, and not becuase they believe it.

There is no science behind it. The claims about Co2, and how it
behaves in the atmosphere, to support the grand lie, are lies. Turning
to other damning indictments, McIntyre and McKitrick demolished the
fiction the IPCC latched onto in order to stir up the hysteria required
to galvanise many in the West into accepting another round of rotten,
stinking, absolutism. The solid shredding of the ‘Hockey Stick’ saw the
IPCC running for cover.

More claims asserted by the IPCC as scientific truths have been
recently shredded. The Viscount Monckton of Brenchley, in a rigorous
paper, has exposed that other major arguments used by the IPCC are
false, and the method by which they generated them false. He laid it
out in an open letter to the American Physical Society,

Climate Sensitivity Reconsidered

The editor of the APS attached vicious comment against the paper.

Monckton’s finding also add to what has been established about the
IPCC’s methods a veneer of science of science only. This is besides the
outright infantile rubbish otherwise pumped by the boosters. It is time
to call what the boosters are guilty of for what it is - the deliberate
perpetration of fraud. With it, the perversion, corruption,
destruction, overthrow of good science. All this so that a pack of ugly
nobodies such as Wong and Rudd can get away with setting themselves up
as the fascist, absolutist, little plastic jack-booted slobs they are.

The Monday following the publicity sourounding the latest petition
signed by 32,000 scientists, Penny Wong attacked the 32,000 as
‘deniers’. Oh, absolutely, it’s a crime to oppose belief in magic.
Penny Wong and Kevin Rudd have no corner to run to, they are lying on
science and economics. They are supporting in intellectual fraud as a
smokescreen for their real aims. That is their morality.

The good news is the growing reaction. Australians in exponentially
increasing numbers are realising what it is Rudd and Wong are preparing
to do to them. They are also beginning to perceive the excuse - the
Green’s great lie, is just that. Rudd and Wong are not blind to this,
which is why they are in a panic, and why they are now committed to
spending millions of dollars on a propaganda campaign in order to
arrest the growing reaction against them.

This is in addition to the media having intensified their own propaganda efforts.

What is the Liberal Party doing?

Drowning because of the cowardice, stupidity and mendacity of those
who have wrecked the Liberal Party, and continue strangling it to
