It seems to me this is clearly an ethics issue rather than a legal one. The guy didn't do anything abusive or even semi-abusive (except the climbing in the window; that was probably illegal), he just did things that were 'inappropriate' (heh a great PC phrase) and unethical in that it wasn't going to help advance her treatment.
In psychology you are going to be dealing with very vulnerable people, and the rules about professional conduct are designed to protect them. In this instance the correct thing happened and he was struck off from the psychologists register.
On a side note, the 'professional distance' rules are also intended to help protect the psychologist from the patients - make it more difficult for them to fall in love with them, stalk them, etc.
It also sounds like this guy was approaching things from a psychotherapy angle, which is different from mainstream counselling; it is perhaps deals with emotions in a more direct way and is sometimes more 'touchy-feely'. That's not an excuse, of course, I'm just noting that it sounds like this guy wasn't following the standard counselling script in the first place.

I think it is disgusting and I can't believe this man was able to get away with it for so long.
